会上，有记者提问：《生态保护补偿条例》将于今年6月1日起施行，请问生态环境部近年来在生态环境补偿方面做了哪些工作？地方有哪些典型案例？未来有何考虑？
裴晓菲表示，生态保护补偿是生态文明制度建设的重要组成部分。生态环境部认真贯彻落实党中央、国务院决策部署，主要开展了以下工作：
一是深入推进流域横向生态保护补偿。联合财政部扎实推进长江、黄河全流域横向生态保护补偿机制建设，累计分别安排引导资金80亿元和40亿元。鼓励各地早建机制、多建机制，目前，安徽、浙江、江苏等21个省份建立了20个跨省流域补偿机制，浙江、四川、山东等20个省份实现了辖区内全流域生态保护补偿，陕西、湖南、贵州、内蒙古、黑龙江5个省份针对辖区内重点河流开展了流域生态补偿。
二是持续推动国家重点生态功能区转移支付。配合财政部开展重点生态功能区转移支付，对纳入国家重点生态功能区转移支付的810个县域开展生态环境质量监测与评价，实现转移支付资金分配与生态环境保护成效挂钩。
三是加快推进市场化补偿。在28个省(自治区、直辖市)开展排污权有偿使用和交易试点，截至2023年底，累计成交额约320亿元。建成并平稳运行全球规模最大的碳市场，目前已完成两个履约周期，截至2024年3月底，累计成交量约4.5亿吨、成交额约256亿元。启动全国温室气体自愿减排交易市场，制定发布首批造林碳汇等4项方法学。创新发展生态环境导向的开发(EOD)模式，打通生态环境治理与城市绿色发展协同推进路径。
裴晓菲介绍了三个生态保护补偿案例：
一是关于新安江流域的案例。安徽、浙江两省通过资金补偿、对口协作等方式建立多元化补偿关系。设立新安江绿色发展基金，首期规模20亿元，支持生态治理和环境保护、绿色产业发展。
二是关于赤水河流域的案例。2018年，云、贵、川三省人民政府签署《赤水河流域横向生态补偿协议》。赤水河作为全国首个跨多省流域的横向生态补偿机制试点，为全国探索建立跨多省生态补偿机制积累了经验。
三是关于库布其沙漠治理的案例。库布其着力构建沙漠治理多元化投入机制，通过土地流转、农牧民入股、企业承包、专业合作组织经营等形式，积极调动企业和社会力量参与生态建设。
裴晓菲表示，下一步，生态环境部将全面落实《生态保护补偿条例》，联合有关部门持续深化生态保护补偿制度改革，加快健全生态保护补偿制度体系和工作体系，推动深化生态综合补偿，完善市场化多元化补偿，建立健全生态保护补偿综合评价体系，将生态保护补偿责任落实情况、工作成效等纳入有关督察、考核。同时，也将及时总结经验做法，定期发布典型案例。
